The Group Fiber Program Manager (FPM) for Submarine Cable will be responsible for delivering highly scalable and reliable global connectivity solutions to fulfill Meta’s Infrastructure requirements. They will partner closely with the Capacity Engineering and Network Subsea Planning, Subsea Investments, Subsea Backbone Engineering, Security, Facility Operations, Finance and Industry Partners and Subsea System Suppliers, to drive critical programs across performance, reliability, efficiency, security, and capacity in these areas. The individual will be closely involved in overseeing teams in the development of scalable Global Subsea platform that will enable Meta’s network to meet end users’ needs. The leader will bring a deep understanding of network design, engineering and subsea systems.The candidate will have prior experience in submarine cable infrastructure industry/environment supporting commercial/technical procurement and managing submarine program/project activities for new builds and upgrades to ensure seamless connectivity to new and existing submarine and terrestrial infrastructure. The projects will support the Network Engineering organization with overall responsibilities including end-end network connectivity between Meta’s global Data Centers (DCs) and Points of Presence (PoPs).The candidate will have demonstrated experience building, grooming, and mentoring technical program managers with teams of 10 or more, and must have a proven track record for scaling infrastructure in a highly transformative environment. Specifically, they will be an innovative, intellectually curious problem solver with deep technical expertise across subsea networking, new technology and product introduction, systems implementation and operations. The candidate should be able to quickly drive and lead discussions towards a productive programmatic solution by including the right stakeholders, weighing pros/cons, analyzing business needs, and timelines for masterful execution, delivery and operations.

Group Fiber Program Management – Submarine Cable Responsibilities:

Build and lead a world-class team of FPMs capable of scaling with Meta through a period of continued high-growth, forging tight partnerships with managers and engineers across infrastructure.

Manage the subsea end-end portions of Meta’s 24×7, always-available infrastructure to meet the high traffic needs, and strive to eliminate downtime and improve the manageability of services.

Demonstrate an ability to structure an organization and optimize it for execution, including attracting top tier talent and building out potential gaps in the existing team quickly to accommodate growth.

Lead from the front, prioritize, and drive the bigger mission forward by translating vision into results.

Manage and mentor the existing fiber program management teams.

Manage individuals as well as performance manage those who may need more help.

Measure and improve efficiency and effectiveness of processes that are working well and build the next level of improvements.

Set standards for new product introductions to meet infrastructure reliability, security, and scalability.

Team with all technical functions across the company to ensure all organizations are in sync.

Continue to improve on the thriving engineering culture across all tech functions.

Build and lead an organization with customer focus, world class quality, effective communication, decisive, fast-moving solutions, quick and constructive resolutions to conflicts, and a “no barriers” mentality.

Serve as an evangelist for the team and overall culture, both internally and externally.

Provide a view of where the market and industry is heading and an ability to influence the overall direction.

Minimum Qualifications:
Experience with product development and new feature introduction into a production network.

Experience moving technical or engineering programs from concept to completion, and the experience in articulating the impact using metrics, growth examples, return, etc.

An undergraduate or graduate degree in computer science, electrical/electronic/mechanical/civil engineering, international network design and engineering, telecommunications, or technical field.

Hands-on leadership experience in international and subsea network engineering company.

Knowledge of program management methodologies: for example, waterfall, scrum, agile, and PMO, and experience in distinguishing why and when each is needed.

Advisory experience to executive-level leaders. Experience with network engineering at scale, leveraging routing, systems, tooling and production networking.

Experience communicating the framework behind network and subsea architectures, including how and why they were run, and the systems put in place to run them.

Preferred Qualifications:
Minimum of 10 years of experience in the submarine cable industry
