The Commercial Software Engineering (CSE) team is a global engineering organization that works directly with customers looking to leverage the latest technologies to address their toughest challenges and transform their industries using cloud-based solutions. We sit side-by-side with our customers to collaboratively innovate custom solutions tailored to solve their challenges. Our work involves the development of high-impact software assets that contribute to the Microsoft platform that are broadly applicable.
Important to this objective, we’re looking for a Program Management Office (PMO) Program Manager for the healthcare industry group. You will manage CSE’s customers facing engineering engagements. You have the skills to excel at program operations, as well as a solid technical background and good software engineering understanding. You will be working with the CSE development crews making sure we deeply discuss, understand, and potentially suggest adjustments to both the ask from a technical standpoint – engagement goals, technical requirements, constraints, scope, backlog, definition of done – and the potential impact the engagement will have.
You will work with CSE Group Program Manager (GPM) and Group Engineering Managers (GEM) to guarantee appropriate resources, from across CSE and the broader Microsoft, are onboarded as needed for technical engagement delivery and the required engineering ceremonies are executed rigorously and following our best practices. You collaborate with CSE’s engineering crews to ensure disciplined and rigorous application of the engineering process, guidelines for execution, and completion of quality engagements with our customers. Finally, you will be responsible for the monitoring progress and outcomes of closed engagements.

Responsibilities
Business Program Planning and Design
Identifies and scopes opportunities to drive new projects and improve current ones impacting the broader unit. Improves operations of existing projects by identifying complex project issues, assessing various scenarios, and selecting the optimal scenario to resolve issues.
Works with cross-functional and cross-organization teams to drive compliant, complex projects from initiation to delivery with minimal coaching.
Understands overall business goals for the industry and Microsoft objectives and strategies, as well as short- and long-term business priorities. Understands and identifies current program risks, impact, and mitigation plans. Based on this, performs program-level analysis, and examines business trends to identify patterns, stay current, and competitive.
Defines and tracks the success criteria and performance metrics to measuring impact of engineering operations, engagements effectiveness for the program.
Leverages analysis/data analytics to generate insights on customer engagements, delivered solutions, and technology impacts to inform and recommend ways to reshape our business; proposes new business models and enhance our ecosystem through broad application of solutions and influencing the project roadmap and improvement with product groups.
Buisness Program Excellence and Execution
Defines and executes landing and communication plans for setting common goals and requirements across internal and external teams.
Evangelizes complex programs to stakeholders, partners, and customers to gain buy in. Adapts communication style and storytelling strategy according to audience and business needs.
Works across multiple teams in Microsoft as a key operational stakeholder managing customer engagements and supporting your team to remove blockers.
Continuously drives excellence in program management fundamentals to continually build our shared best-practices.
Business Program Management
Contributes to or leads a portfolio of projects including the project plan, timelines, milestones, financial management, performance metrics, and/or resource needs for complex projects. Communicates the program status and risk to relevant stakeholders and holds them accountable for following the established schedule, risk mitigation plans, and processes.
Demonstrates an understanding of mapping or how systems work and impact one another. Works with and leverages other teams to ensure program processes are rigorous and executed efficiently. Develops processes around scope and scheduled changes for programs and communicates them to stakeholders.
Business Program Evaluation and Improvement
Utilizes direction and strategy from leadership regarding business area of expertise to help create and execute plans that shift current priorities to new organizational initiatives and objectives, and influences others to change behavior accordingly. Defines vision and strategy for change, broad and specific impact, and the flow of communication to the organization. Ensures buy-in and adoption of the new program or change by others in the organization. Develops the collateral required to enable key stakeholders and others to be on board.

Qualifications
Required Qualifications
5+ years of program management experience with enterprise-scale systems, communicating directly with customers and stakeholders, including customer executives.
Preferred Skills & Qualifications:
Demonstrated ability to structure and solve complex problems, communicate with senior decision makers in a clear, compelling way, and drive decisive action in partnership with others in a large organization.
Experience working within and directing geographically dispersed, diverse, and virtual teams.
Solid understanding and experiences in adopting agile practices.
Strong knowledge of software development lifecycles and a track record of working closely with a large dev team. Experience in discussing architecture, technical requirements, and goals.
AZ-900 certification, other technical certifications are a plus.
Industry experience in healthcare will be helpful.
