The Microsoft Datacenter Development Land Development Organization supports the development and delivery of Microsoft’s datacenter portfolio from site selection through design, permitting, construction and operation. The MS datacenter development portfolio consists of complex, multi-disciplinary, large scale, multi-year datacenter construction and lease projects.

Microsoft is looking for a Land Development and Permitting Program Manager for the AMERS region to support the development and execution of permitting strategies for the lifecycle delivery of datacenter development. The Land Development Program Manager will be a key contributor in the execution of comprehensive permitting programs and to the Microsoft pre-construction program. This role will require regular engagement with key Microsoft stakeholders, as well as strategic engagement with AHJs and other external stakeholders.

Responsibilities

Performs program landscape research and analysis , forecasting, and examines business trends, to identify audience size and program scope, and stays current, agile, competitive, and contributes to programs impacting the broader unit. Demonstrates thought leadership in contributing to overall business goals, objectives, and strategies, as well as short- and long-term business priorities. Understands and identifies current program risks, impact, and develops mitigation plans impacting the broader unit.

Identifies and scopes opportunities to develop new programs and improve current ones impacting the broader unit. Leads the identification and resolution of root problems (e.g., root-cause analysis) and the definition of the program strategy. Gathers program requirements, identifies resource needs, creates the project plan and targets, and works across teams to align on the plan of record. Improves the operations of existing programs by applying industry methodology, defining highly complex program issues, assessing various scenarios, and selecting the optimal scenario to resolve issues. Drives clarity in highly complex program issues and strives for simplification.

Leads others who work with cross-functional stakeholders to design highly complex programs from initiation to delivery, independently.

Manage the permitting and approvals process for a portfolio of projects to enable new datacenter development and construction throughout region.

Conduct comprehensive assessments during due diligence and throughout design and construction to identify permit requirements and associated risks.

Coordinate with key internal counterparts including land development, design, construction, operations and environmental team leaders to develop comprehensive and integrated permitting and project delivery strategies.

Identify permitting agency engagement strategy and represent Microsoft in key meetings with applicable Authorities with Jurisdiction (AHJ), regulatory agencies, external stakeholders, and the public to facilitate datacenter development.

Own key strategic relationships with AHJs, regulatory agencies, government officials and other key external stakeholders and act as a single point of contact for all discussions around permitting, planning approvals, and pre-construction delivery.

Support the development of program tools and processes to continuously improve the delivery of permits, approvals and entitlements for datacenter development.

Educate the project team on permitting requirements to ensure timely approvals and compliance.Manage permit approval conditions to ensure compliance.

Key Metrics will include permitting and delivery timeline predictability.

Qualifications

Required/Minimum Qualifications:
Bachelor’s Degree in Business, Operations, Engineering or equivalent area AND 6+ years work experience in program management, process management, process improvement

OR equivalent experience.

Preferred/Additional Qualifications:
Experience delivering large scale and/or complex planning and construction projects.

Experience delivering permits and planning approvals, and other entitlements for large scale and/or complex construction projects.

Experience managing a portfolio of projects and associated budgets and schedules

Ability to establish and maintain cross-functional and positive working relationships with internal and external teams including environmental consultants, attorneys, contractors, and regulatory agencies.

Strong written and verbal communication skills, attention to detail and high standards for quality of deliverables.

Community Engagement and Stakeholder engagement experience.

Mission critical design and/or construction experience.

Experience in delivery projects in multiple jurisdictions.

Proficiency in English, Spanish and Portuguese.

Business Program Management IC5 – The typical base pay range for this role across the U.S. is USD $112,200 – $194,800 per year. There is a different range applicable to specific work locations, within the San Francisco Bay area and New York City metropolitan area, and the base pay range for this role in those locations is USD $142,200 – $213,200 per year.

Microsoft has different base pay ranges for different work locations within the United States, which allows us to pay employees competitively and consistently in different geographic markets (see below). The range above reflects the potential base pay across the U.S. for this role (except as noted below); the applicable base pay range will depend on what ultimately is determined to be the candidate’s primary work location. Individual base pay depends on various factors, in addition to primary work location, such as complexity and responsibility of role, job duties/requirements, and relevant experience and skills. Base pay ranges are reviewed and typically updated each year. Offers are made within the base pay range applicable at the time.

At Microsoft certain roles are eligible for additional rewards, including merit increases, annual bonus and stock. These awards are allocated based on individual performance. In addition, certain roles also have the opportunity to earn sales incentives based on revenue or utilization, depending on the terms of the plan and the employee’s role. U.S.-based employees have access to medical, dental, and vision insurance, a 401(k) plan and company match, short-term and long-term disability coverage, basic life insurance, and wellbeing benefits, among others.
