Specific Job Task:
The Regional Environmental Program Manager will manage environmental due diligence, permitting, and compliance activities during site acquisition, design, and construction for datacenter development throughout North, South, and Central America. This role will report to the Global Environmental Permitting Director and requires regular engagement with key Microsoft stakeholders, including legal, design, construction, and operations teams, regulatory agencies, and outside consultants and contractors.

Responsibilities
The successful candidate will:
Manage environmental permitting activities associated with datacenter development throughout North, South and Central America, including air permitting, environmental impact studies, CWA Section 404, and other ecological or protected area approvals.
Manage environmental due diligence activities, including Phase I and Phase II Environmental Site Assessments, regulatory and permitting evaluations, and biological, noise, and cultural resource evaluations.
Direct environmental consultants in the development of permit applications and agency coordination to ensure permit conditions support long-term datacenter development and operations.
Coordinate with internal and external stakeholders to incorporate environmental requirements and risk mitigations into site acquisition decisions, design, and construction.
Oversee site investigation and due diligence activities, including communication with internal leadership on potential risks, costs, and impacts to development timelines.
Communicate environmental requirements and provide environmental expertise to diverse internal stakeholders, including internal counsel, land development, energy, design, construction, operations, and sustainability teams.
Support environmental compliance planning, training, and execution from construction through facility operations.
The Regional Environmental Permitting Lead will maintain and report project status regularly and contribute to development and continued improvement of an Environmental Excellence program for datacenter delivery and operations
Qualifications
Required:
Bachelor’s Degree in Environmental, Civil, or Chemical Engineering or equivalent
7+ years experience delivering multi-media environmental permitting and compliance projects including air quality and Title V permits, ecological, protected waterways, and environmental impact assessments.
5+ years’ experience conducting environmental due diligence, including Phase I and Phase II ESAs and associated remediation efforts.
5+ years experience permitting site development and operation of energy production, critical infrastructure, or other large-scale projects,
Experience establishing and maintaining cross-functional and positive working relationships with internal and external teams.
Strong written and verbal communication skills, attention to detail and high standards for quality of deliverables.
Preferred:
Professional Engineering certification or masters degree in engineering
Spanish language skills to support agency and consultant interaction
Mission critical facility permitting and compliance experience.
Community Engagement and Stakeholder management experience.
