Provide daily inspection and project management services for Sustainment, Restoration and Modernization (SRM) and MILCON projects, which on a recurring basis run one to three years depending on type, and include work on labs, airfield runways, utility systems, base utility plants, aircraft maintenance shops/hangars, recreation facilities, and administrative offices, etc. Projects may include highly complex, high dollar MILCON construction including Design‐Build construction projects.
Prepare project documentation for new construction, renovations and improvements for real property facilities projects as authorized by 121st CES. Project services include performing design reviews, updating as‐built drawings, developing short statements of work and cost estimates and drafting sketches to support change orders and contract modifications for assigned projects. Developing short statements of work and cost estimates for local SRM. Perform detailed preconstruction site surveys. Prepare or review as‐built drawings at the end of construction. The development of SOWs is in an advisory capacity
only with final review and approval to be carried out by either the COR or the BCE.
Assist the Base Civil Engineer staff with technical design reviews. Project designs performed by Architect
Engineer firms require local technical review. Contractor shall perform technical reviews of designs.
Technical design reviews shall be checked by Base Civil Engineer staff.
Complete the investigative work to include user interviews, technical research, and site investigation to develop designs for projects that provide a cost effective solution to existing problems.
Attend pre‐solicitation site visits; contractor employee prepares technical review and response to RFIs for the Base Civil Engineer’s approval and distribution.
Requirements
Bachelor’s degree or seven years demonstrated practical experience in the Architecture/Engineering Construction Project Management field.
Demonstrated capability to organize and manage multi-disciplined project tasks.
Extensive working knowledge of Federal, DoD, Army and National Guard engineering regulations and knowledge of Federal and DoD acquisition regulations.
Proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, Outlook, and Access).
Ability to plan and organize tasks, establish and meet suspense, and create acceptable work products independent of supervision.
Strong written and oral communication skills.
Ability to interact tactfully and diplomatically with others and function under pressure, such as intense project interest or time limitations.
Possess Air National Guard experience demonstrating the individual is a prominent and recognized authority in the Architecture/Engineering Construction Project Management field.
